Millard Fillmore was born in Cayuga County, N.Y. and later became a resident of East Aurora and Buffalo. He was a lawyer, local office holder, State Assemblyman, U.S. Congressman, N.Y. The U.S. government levied a direct property tax in 1798. The state collected delinquent taxes for this direct tax. Assessment for the U.S. direct tax was used for the 1799 state tax. The tax-sale of 1808 was conducted for instances of nonpayment of the U.S. direct tax.
